In order for comprehensive change to occur in any organization, attention must be given to both strategic change and grassroots change.

Strategic change refers to the top-down, planned changes that are focused on achieving specific goals and objectives. Grassroots change, on the other hand, refers to bottom-up, organic changes that come from employees and frontline workers. Both types of change are necessary for comprehensive change to occur as strategic change provides direction and focus while grassroots change creates buy-in and ownership among employees.
