Finding a fair and reasonable explanation involves carefully thinking through the facts of the situation. First, consider why you are refusing. Then, assuming that your reasons are just, try to find the best way of explaining them to your reader. In doing this, you might well place yourself in your reader's shoes. Try to imagine how the explanation will be received. What comes out of this thinking is the strategy you should use in your message.
