The Paramount Decree left a power vacuum because studios could not afford exclusive contracts anymore.Thus, a middleman position was born: talent agents would represent clients, package projects together (where she or he would pitch a project and develop it with her or his representatives and sell it off to the highest bidder), and negotiate points on the gross as a means of payment.
