Few children in the foster care system are ever reunited with a parent or primary caregiver.

While it is true that not all children in foster care are reunited with a parent or primary caregiver, the majority of reunifications do occur. According to the Adoption and Foster Care Analysis and Reporting System (AFCARS), in fiscal year 2019, 56% of children who exited foster care were reunified with their parent or primary caregiver.
