It begins with the objective organizational environment which is portrayed in terms of uncertainty and available resources.This, however, is filtered through the perceptual system of managers and other organizational members.Thus, it is the perceived environment that comprises the basis for strategy formulation.Strategy formulation involves determining the mission, goals, and objectives of the organization.The organization must then determine its orientation to the perceived environment.The chosen strategy must correspond to the constraints and opportunities of the environment.The strategy must then be implemented by selecting appropriate managers for the task and employing appropriate techniques.As shown in Exhibit 14.4 of the text (page 510), the sequence of events is as follows: objective organizational environment, perceived organizational environment, strategy formulation, strategy implementation, and organizational effectiveness.
