A union's best chance of winning a union representation election is when the bargaining unit is relatively small and homogenous.

A smaller and more homogenous bargaining unit allows for easier communication and organization among union supporters. It is generally easier to mobilize a smaller group of workers who share similar concerns and experiences. In larger and more diverse bargaining units, it can be more difficult to build consensus and address the varied concerns and interests of different groups of workers.
